bills to be read on three several days in each House be suspended,
and also creates an emergency requiring that this Act shall
take effect and be in full force from and after its passage, and
it is so enacted.

CREATING A MORE EFFICIENT ROAD SYSTEM FOR
MADISON COUNTY.
H. B. No. 255.] CHAPTER 24.
An Act to repeal Chapter 7 of the Local and Special Laws of the Third
Called Session of the Thirty-fifth Legislature of the State of Texas,
being an Act creating a more efficient road system for Madison
County, providing that nothing herein shall impair or affect in any wise
road bonds heretofore issued by said Madison County or any subdivision
thereof under the special road law of said county or otherwise
and that nothing herein shall affect or impair any existing contract
executed or entered into by the commissioners' court of Madison
County pursuant to the special road law hereby repealed, and declaring
an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That Chapter 7 of the Local and Special Laws of
the Third Called Session of the Thirty-fifth Legislature of the
State of Texas, being an Act to create a more efficient road law
for Madison County, be and the same is hereby repealed.
SEC. 2. That from and after the taking effect of this Act Madison
County, Texas, shall be under the General Road Laws of the
State of Texas only, and all acts and things done hereafter with
respect to the public roads of said Madison County shall be under
and in accordance with the provisions of the General Road Laws
of the State of Texas.
SEC. 3. Nothing herein shall impair or effect in any wise road
bonds heretofore issued or authorized by said Madison County or
by any subdivision thereof under the Special Road Law of said
Madison County or otherwise, and nothing herein shall affect or
impair any existing contract executed or entered into by the commissioners'
court of said Madison county pursuant to the Special
Road Law hereby repealed.
SEC. 4. The fact that the Special Road Law of Madison County
is cumbersome and operations thereunder can not be had as satisfactorily
as is possible under the General Road Laws of the State
of Texas, and the further fact that said Madison County is about
to engage in an extensive program of road building for the
county, create an emergency and an imperative public necessity
