never be changed or modified in any manner except by Act of
the Legislature.
SEC. 2. The said French Independent School District as
created by this Act shall, except as otherwise provided in this
Act, have and exercise and is hereby vested with all the rights,
powers, privileges and duties as are imposed and conferred
upon independent school districts by the General Laws of the
State of Texas, when not in conflict with this Act.
SEC. 3. The management and control of the public free
schools in said French Independent School District as created
by this Act is subject only to the authority and supervision of
the State Superintendent of Public Instruction and the State
Board of Education, hereby vested in a board of trustees hereby
created for the purpose and to consist of five persons who shall
be resident citizens and qualified property taxpaying voters in
said school district. And the board of trustees of said school
district shall have and exercise and is hereby vested with all the
rights, powers, privileges and duties as are conferred and imposed
by the General Laws of the State of Texas upon trustees
and boards of trustees of independent school districts.
SEC. 4. As soon as may be practicable after the taking effect
of this Act, the county judge of Jefferson County, Texas, shall,
without the necessity of a petition addressed to him for that
purpose, order an election to be held in said school district for
the purpose of electing five trustees of said school district as
created by this Act, and the said county judge shall issue his
notice of said election by causing a copy of his order thereof to
be posted in three public places within the boundaries of said
school district as herein defined for at least ten days prior to
the date fixed for said election in said order. The terms of office
of the five trustees chosen at the first election held under this
Act shall be divided into two classes, and the members of said
board of trustees so chosen shall draw the different classes, the
two trustees drawing numbers one and two shall serve until the
next regular election of trustees of independent school districts
to be held as otherwise provided by the General Laws of this
State on the first Saturday in April next succeeding after the
taking effect of this Act, and until their successors have been
duly elected and qualified; and the three trustees drawing numbers
three, four and five shall serve until the second regular
election of trustees of independent school districts to be held as
otherwise provided by the General Laws of this State on the
first Saturday in April of the second year after the taking effect
of this Act, and until their successors have been duly elected
and qualified; and regularly thereafter the trustees of said
school district shall be elected alternately two trustees one
year and three trustees the succeeding year as otherwise provided
by the General Laws of the State of Texas applicable to
the election of trustees of independent school districts. And, it
is hereby expressly provided that in the event of a vacancy or
vacancies of any member or members of said board of trustees
caused by resignation or otherwise, that the remaining members
