be held in compliance with the provisions of the General Laws.
of this State relating to such elections for independent school
districts.
SEC. 6. Nothing in this Act shall be construed to impair any
of the rights, privileges or duties heretofore possessed by the
trustees of said Spicewood Independent School District under
the General Laws of this State relating to independent school
districts, and said trustees shall hereafter have and possess all
the rights and powers which have heretofore existed in their
favor under the provisions of law; and the provisions of this
Act, except as to description of territory and metes and bounds,
shall be cumulative and amendatory to Chapter 102 of the Acts
of the Thirty-eighth Legislature creating said Spicewood Independent
School District.
SEC. 7. The fact that the children of scholastic age within
the extended territory are not in any school district and are
without proper school facilities, creates an emergency and an
imperative public necessity that the constitutional rule requiring
bills to be read on three several days be suspended and same
is hereby suspended, and this Act shall take effect and be in
force from and after its passage, and it is so enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the House, 101 yeas, 0 nays; passed the Senate, 27 yeas, 0 nays.]
[The foregoing Act was presented to the Governor of Texas
for her approval on the 20th day of February, A. D. 1925, but
was not signed by her nor returned to the House in which it
originated, with her objections thereto, within the time prescribed
by the Constitution, and thereupon became a law without
her signature.]
