maining portion of this Act shall remain and continue in full

SEC. 7. The importance of the subject of this Act and the
crowded condition of the calendar and the fact that the people
residing in the proposed territory of said Higgins Independent
School District are without adequate finances and school facilities,
creates an emergency and an imperative public necessity
demanding that the constitutional rule requiring bills to be read
on three several days in each House be suspended and this Act
be in force and effect from and after its passage, and it is so
enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the House, 116 yeas, 0 nays; passed the Senate, 27 yeas, 0 nays.]

REPEALING UPSHUR COUNTY ROAD LAW.
H. B. No. 157.] CHAPTER 16.
An Act to rejteal Chapter 95, Special Laws, Thirty-eighth Legislature,
entitled, "An Act to provide an efficient system of road maintenance
in Upshur County and declaring an emergency."
Be it enacted by the Legislature of the State of Texas:
That from and after the passage and approval of this Act,
the above recited Act to-wit: Upshur County Special Road Law
is fully repealed.
On account of an emergency and an imperative public necessity
the constitutional rule requiring bills to be read on three
several days be suspended and the same is hereby suspended and
this Act shall take effect from and after its passage and it is so
enacted.
[NoTE.-The enrolled bill shows that the foregoing Act passed
the House, no vote given; passed the Senate, no vote given.]
Approved February 23, 1925.
Effective Ninety (90) days after adjournment.
