corner of Section 187; thence east five miles on section lines to
the southwest corner of Section 259; thence north two miles to
the northwest corner of Section 270; thence east two miles on
section lines to the southwest corner of Section 349; thence north
seven miles on section lines to the northwest corner of Section
613; thence east four miles, on section lines to the east boundary
line of the State of Texas for the northeast corner of said district;
thence south on the east line of the State of Texas, to the
place of beginning.
SEC. 3. The trustees of the Higgins Independent School District
as the same as heretofore organized and incorporated, are hereby
continued in office until the expiration of their respective terms
and their successors shall be elected and qualified as provided by
the General Laws for the election of trustees in independent
school districts organized for school purposes only.
SEC. 4. That all bonds or other evidence of indebtedness heretofore
issued on behalf of said Higgins Independent School District
be, and the same are hereby validated and declared to be in full
force and effect and the validated obligations of said district; that
all taxes heretofore levied on behalf of the said district are hereby
validated and declared to be lawful and valid; and the tax levies
that may hereafter be authorized to be levied and collected upon
all property, real, personal and mixed, situated within the boundaries
hereinbefore described. That said Higgins Independent
School District as herein created, established and enlarged, shall
have and exercise, and is hereby vested with all the rights,
powers, privileges and duties of school districts incorporated
under the General Laws of the State or by the Act of the Legislature
of said State for school purposes, only, and the board of
trustees of said Higgins Independent School District shall be
composed of seven persons who are citizens and qualified voters
within said district as provided by the General Laws of independent
school districts and said trustees shall have and exercise,
and are hereby vested and charged with all the rights, powers,
privileges and duties conferred and imposed by the General Laws
of this State upon the trustees of independent school districts
and all of the General Laws of this State applicable to towns
and villages incorporated for free school purposes only, not in
conflict with this Act are applied to and declared to be in full
force and effect within said Higgins Independent School District
as herein created.
SEC. 5. The taxes for the payment of bonds and maintenance
of the school in said independent school district that may have
been heretofore authorized by a vote of the majority of the taxpaying
voters of said district, or that may hereafter be authorized
by a majority vote of the tax-paying voters of said school
district may be levied and collected for the year 1925 and each
year thereafter.
SEC. 6. If any part of this Act shall be declared void and invalid,
it shall not vitiate the remainder of the Act, but the re-
