SEC. 7. The fact that a portion of said Jarrell Common School
District No. 12 as herein created, is so far from the school in
Petronila Common School District that pupils must attend in
Jarrell Common School District or lose the opportunity of school
factilities, and that the residents of that portion of District No.
12 as herein created, which is taken from Petronila Common
School District, are now deprived of benefits of school privileges,
create an imperative public necessity and emergency, requiring
that the constitutional rule that bills be read on three
several days in each House be suspended, and that this Act take
effect and be in force from and after its passage, and it is so
enacted.
[NOTE.-The enrolled bill shows that the foregoing Act passed
the Senate, 30 yeas, 0 nays; passed the House, 105 yeas, 0 nays.]

CREATING THE HIGGINS INDEPENDENT SCHOOL DISTRICT
AND PERTAINING TO CERTAIN
LAND IN LIPSCOMB COUNTY.
H. B. No. 196.] CHAPTER 15.
An Act to amend House Bill No. 170, Chapter 22, of the Local and
Special Laws passed by the Thirty-eighth Legislature, wherein the
Higgins Independent School District was created, containing certain
land and premises situated in Lipscomb County, Texas; providing that
the trustees of the district continue in office and that the trustees be
seven in number; that the maintenance tax and bonds heretofore voted
are hereby validated and shall remain in full force and effect, conferring
upon said district and its officers all right, power, privilege
and duties now conferred and imposed by the General Laws of the
State upon independent school districts, and declaring an emergency.
Be it enacted by the Legislature of the State of Texas:
SECTION 1. That House Bill No. 170, Chapter 22, of the Local
and Special Laws passed by the Thirty-eighth Legislature, be
amended so as hereafter to read as follows:
SEC. 2. That there be incorporated a district known as the
Higgins Independent School District situated, lying and being
in Block 43 in the county of Lipscomb of the State of Texas,
containing all the land and premises included within the following
metes and bounds, more particularly described and bounded
as follows:
Beginning at the southeast corner of Lipscomb County, for the
southeast corner of said independent school district; thence west
on the south boundary line of said Lipscomb County, seven miles
to the southwest corner of Section 82, thence north two miles
on section lines to the southwest corner of Section 170; thence
west four miles on section lines to the southwest corner of Sec-
