The north bridge was not replaced until 1943. Because World War II made
materials unavailable, a temporary bridge, which came to be known locally as the low
water bridge, was constructed of what the local paper of November 26, 1942 called
"non-strategic materials and steel salvaged from old highway bridges" between
November 1942 and July 1943. The bridge, at the north end of Milam Street, was
opened on July 3, 1943. Previously, heavy vehicles had had to cross the river at La
Grange. Lighter vehicles had been permitted to use the existing north bridge, but after
the opening of the low water bridge it was closed to all but pedestrian traffic.44
When the river rose, the low water bridge often was flooded and closed to
all traffic. Just six years later, it was replaced by the more substantial bridge that is still
in use. Construction of the fourth north bridge, this one at the north end of Fannin Street,
began in 1948. The completed bridge was dedicated in a ribbon-cutting ceremony on
July 4, 1949. It had opened to traffic on June 28.45
