Provided that the amounts herein appropriated for each itelm as
stated herein, and no more, shall be paid out of the General Revenue
for the Court of Civil Appeals, Seventh District, during the fiscal
years beginning September 1, 1921, an ending August 31, 1923;
and no surplus shall be diverted from one account to another account;
and, provided further, that no deficiency shall be created,
nor shall any warrants be issued, or obligations incurred, in excess
of the amounts herein appropriated.
