The publication of the House Journal of the Tenth Legisla-
ture, Regular Session, presents in handily available form another
invaluable primary source for the study of Texas and Confederate
history. This volume is the result of a legislative act providing
for the editing and printing of the manuscript archives, a pro-
gram administered by the Texas Library and Historical Com-
mission. The journals of the Ninth Legislature have already
appeared. With this volume the journals of the Tenth Regular
Session are completed, leaving only the two Called Sessions to
be published.
James M. Day, Director of State Archives, in the compiling
and editing of this work, made every effort "to keep the original
'flavor' of the 186o's and at the same time make it an accurate,
readable journal." Only for purposes of clarity did he standardize
the spellings of names and places. Unfortunately, the manuscript
journals for November 21, 23, and those from December 3 to
the end of the session could not be found. But Day overcame
this loss by inserting the proceedings as published in the Austin
Tri-Weekly State Gazette. The result is a complete published
record. A legislative journal, of course, is at best a "skeleton"
or an outline of what actually was spoken or of what took place.
Therefore, to enhance further the value of this work, Day at-
tempted to locate all speeches, committee reports, and other per-
tinent items which were mentioned in the journals, but not
recorded in them. Those items which he found are inserted in
context with appropriate notations. He likewise notes at the252
