President McKinley and a United States senator the correspondent
is informed on the authority o$)he senator that the president appar-
ently signified his approval of the policy of selling the Philippines
Moreover it developed during the conversation that at the proper
time a measure to this effect would be introduced in the senate.
This senator stated that Japan had already offered $200000000 for
the islands and though the authority for this statement was not
forthcoming the senator said that it was semi-official. He favored
if such a thing were necessary for the preservation of the " balance
of power" selling portions of the islands to Great Britain France
