and Connor of Illinois for payment to

the establishment of a free delivery sys-
tem whore it is uot now established

derstood that tho oilicial circular in re-
lation to tho international congress was
given to Trescott authorizing him when
he left Chili to return to Buenos Ayres
and Itio Janeiro The date of meeting
in the circular was put at a remote day
iu hopes that the existing differences in
South America might by that time bo
arranged and all take a peaceable part
in tiie general congress when it meets
Attention was first called to this becoud
instruction authorizing Trescott to visit
Brazil and the Argeutiuo Republic
with reference to this international
congress thus precipitating the whole
matter ha simply iusisted that Trescott
should not go ou that mission therefore
has not revolked the invitation to tho
international congress but it has been
understood that when congress as-
sembles it is proposed to submit the
whole subject to it and ho will bo
controlled in his action by its will
The instructions do not refer to Euro-
pean or anj other frioudly powera than
those which were to be reached by invi-
tation to the international congress
Whether Mr Freliughuysens phrase-
ology will admit of broader construction
is not the question which concerns the
presideut what was directed was simplj
that Trescott should not have a consul-
tation and negotiation with any two of
all friendly poweis on this continent

plosion occurred at the grove shaft of
the Midlothian coal mine about eleven
and a half miles from here about 1
oclock yesterday Thirty two men wore
caught iu tho shaft aud thero is littlo or
no hope that any of them will be taken
out alive The gas testers went down
nearly to the bottom of the pit three
times but were forced to return on ac-
count of the gas aud smoke which was
suffocating They report the pit
on tire but will try again
to day to reach the unfortunates
The news of tho disaster rapidly
spread and soon a crowd had gathered
at the shaft The scene was most dis-
tressing as nearly overyoue had some
relations or friends among the mineis
The cause of disaster is not positively
known Some attribute it to gas others
say tho boiler in the pit exploited Geo

tho gas testers made an examination
yesterday and reported that there was
no gaB There is no doubt however
that those not killed by tho explosion
will be suffocated by black damp aud
smoke with which the pit is choked aud
through which no fresh air can pene-
trate

nihilists aie for the most part altogether

nihilists are still at work is unhappily too
true but they are working under very

ering what shall be done with the re-
mains of my brother Whenever and
however ho may die I shall take his body
and havo a post mortem made by ex-
perts of my own selection I ale no
shall decide as to the disposition to be
made of the remains Tho idea of ex-
hibiting his body around through tho
country is horrible and I wouldnt have
it done if wo wore starving and we havo
not reached that desperate state of pov-
erty yet An offer of five thousand dol-
lars in cash was made to me for the body
of Charles but I refused There isnt
enough money in the country to bny it
for tho purpose of au exhibition So
far as he is able to make a legal dispo-
sition of his body nnd his effects he has
given them to me I wanted him to

could not do that as he was insane and
