Their existence in Texas is part of a larger national story and shows
how nineteenth- and twentieth-century Texas responded to the needs
of indigents for some seventy years. The fact that their decline came
only because of a national disaster and the fact that Texas continues to
struggle in its care of the massive poor are poignant reminders of our
progress, or lack thereof, in welfare since the days when "winding up
on the poor farm" was more than just an idle phrase.
