State Library, 1963. Pp. viii+339. Illustrations, index. $7.50.
This valuable record covers the events of the regular legislative
session of the Texas Senate from November 4, 1861, to January
14, 1862. Material shortages prevented the printing of this
legislative report during the Civil War period. Finally, after
1oo years, the Senate account has been published and made
available to scholars in the field. Basically the volume offers
information on such matters as organizational efforts of the Ninth
Senate, canvassing the results of the gubernatorial election of
1861, legislation considered and voting records of the session,
governors' messages to the Senate and to joint sessions of the
legislature, and financial reports offered for the Senate's in-
formation.
Archivist James Day has done a notable job of pulling together
scattered portions of the record. As a result, the legislative journal
is now available in a well compiled form and is supplemented
by enlightening appendices and by appropriate gubernatorial
messages to the legislature (some taken from the Executive
Record Books or from newspaper accounts).
Appendix I includes other relevant governors' messages not
specifically referred to in the Senate journal. These touch on such
matters as appointments and specialized points of interest to the
state executive. The second appendix, which should appeal to
statistical-minded searchers, contains a breakdown of the Sen-
ate's membership on the basis of district, residence, nativity,
occupation, and age. Because the book is primarily a reference
volume, a comprehensive and accurate index is included.
The book represents a fine contribution to the literature of
Texas in the Civil War. It will be an indispensable source to any
consideration of the legislative and governmental activities of
Texas at this time. As is true of all such records, the journal is
not easy to follow. There are numerous cryptic entries adding
an "s" to the title of one bill or slightly altering the monetary
figure in another bit of legislation. These vague entries must be
illuminated by the published laws of the period in order to gain
clarity and significance. Of particular value are the governors'
