by Colonel Harney. The governor urged Churchill to use the
adjutant general's letter as authority for mustering in the com-
panies of Smith and Stapp." The colonel's reaction showed no
great originality: he referred the governor's letter to General
Wool.86
It is no great strain on the imagination to picture the annoy-
ance, to say the least, of the captains of the two northern stations,
possibly the most hazardous of all. They had been on active serv-
ice for almost half the term for which they had volunteered with-
out any approved status and no reassurance of any except that
which the temporary chief executive of the state repeated to en-
courage their remaining on duty. Governor Horton in writing the
two captains on October 8 mentioned a problem facing both men,
one which was quite probably growing acute:
You may be assured that I shall not cease until the orders of the
General Government are complied with and the lawful necessary ex-
penses of your command for services, subsistence 8ec are liquidated.
This you can communicate to such citizens, as have already, or may
hereafter furnish you with supplies. It is therefore, earnestly desired
by me that you keep your company in constant readiness to be mus-
tered in ... 8
Despite the governor's eloquence, however, he found it neces-
sary to write to Captain Stapp again nine days later, to reaffirm his
expectations that the company would be mustered in and to tell
the captain that he that day would take the matter up again with
the president.88
Near the middle of November, Governor J. Pinckney Hender-
son returned to Austin to resume his role of chief executive and,
in so doing, inherited the two maverick companies,8" whose prob-
lem was reported to have been solved by orders "directing in the
most positive manner" that the companies were to be mustered
